Prime Minister of Barbados and Chairman of the Conference of Heads of Government of the Caribbean Community (CARICOM), Mia Mottley, has addressed concerns raised by Dr. Thomson Fontaine, Political Leader of the United Workers Party (UWP), regarding the Regional Security System (RSS) being placed on standby for Dominica. In a letter to Mottley dated March 18, 2025, Dr. Fontaine expressed grave concerns over a statement made by Prime Minister Roosevelt Skerrit where he announced that he had authorized his security minister to activate the RSS in response to a planned protest demanding electoral reform, scheduled for March 19, 2025, outside the Parliament building. Fontaine alleged that this move suggested an attempt by Skerrit to manipulate the RSS for undisclosed reasons. Dr. Fontaine further stated that the UWP feared the RSS was being misused to suppress the fundamental human rights of Dominican citizens to engage in peaceful protests. Quoting from the Public Order Act of 1897, Geoffrey Letang, said at a discussion, hosted by the Dominica Bar Association at the University of the West Indies (UWI) Open Campus center site on Elmshall Road on Monday night, that, by law, permission for a public protest must be sought at least three days before it is held. “The Public Order Act, which is approved by the Constitution, says it shall be unlawful for any public procession or any demonstration or any protest to take place unless the same is permitted in respect of this Act,” Letang explained.
