A Major Leap for Dominica’s Energy Security – But Where’s the Applause?

In an era where energy security is critical to national development, Dominica has once again taken a huge, progressive step — yet, it’s flying under the radar.

DOMLEC, with the facilitation and support of the Government of the Commonwealth of Dominica and an international partnership with the United Arab Emirates/Caribbean Renewable Energy Fund (UAE/CREF), is in the final stages of testing a state-of-the-art Battery Energy Storage System (BESS) at the Fond Cole Power Plant.

This system, with a combined capacity of 6MW/6MWh, represents a significant interim upgrade to Dominica’s power generation and resilience capabilities. It’s a major achievement — BESS will enhance DOMLEC’s ability to manage the electricity grid more efficiently, cover critical outages, and prepare the country for even greater integration of renewable energy in the future.

The project, which cost under US$2 million and is powered by technology from Huawei, ensures that temporary power losses can now be rapidly mitigated. This is a real, tangible improvement for every household and business in Dominica.

Yet, where is the big splash? Where are the headlines, the celebrations, the acknowledgment of this strategic move towards energy security?

Too often in Dominica, major milestones are treated like routine affairs — and the vacuum of positive news gives naysayers and chronic complainers space to spin false narratives like “nothing is happening in Dominica.” It's high time we reclaim the narrative. The reality is plenty is happening — visionary projects like BESS are a testament to the hard work, collaboration, and planning happening quietly but powerfully behind the scenes.

Why does this matter?

It strengthens Dominica’s electricity grid before geothermal energy fully comes online.

It provides immediate backup support, ensuring better reliability and service.

It reduces dependency on fuel-based spinning reserves, potentially helping stabilize energy costs.

It demonstrates international confidence in Dominica’s energy sector and governance.
